Gotta wonder if these aren't totally 'mystery' minis and if each character comes in their own arcade game.

If they are not box specific it's going to create a whole bunch of general confusion and annoyance with casual buyers. "What is there a Pac-man inside my Frogger box?"

Then that defeats the purpose of calling them Mystery Minis and kills part of the fun of not knowing what you are getting. If you don't like that part of it, just go to eBay(or make a want list.) and snag the ones you want.
