Without Harley, it would've been pretty hard to market this line, considering most of the other supporting characters aren't well known at all.

Well, Leto's Joker wasn't gonna have a big impact anyways, given the poor reception from Suicide Squad. Good thing WB recognized that and focused on Margot Robbie instead
