The more I think about your title the more I wonder what a great comic that would be. Orphan Clark is adopted be the Wayne family and raised as Bruce's brother. They grow up as brothers and are effected by the same things. Can you imagine the team they would make as brothers? I am such a comic nerd I know. Would be an awesome story line.

That would def be a cool story line! I have a feeling Bruce might end up getting jealous of Clark and his super powers . . . of course if the Wayne's parents still get "taken out" as per the original plot line would also lead to a deciding factor on how the 2 of them grew up and their outlooks on the world!
