Sully from the Funkast is a huge LP fan. I am certain that he is doing everything possible to make Funko aware that many folks would love a Chester Pop.

They've mentioned on the podcast on licensing episodes that it is a delicate process when the subject is deceased.

It might also have to do with the design itself, because funko will need to make it look really good so it honors him. Fans would get offended if the pop didn't turn out good
