I get it from a marketing/sales standpoint, both He-Man & Skeletor are very desirable characters and can easily sell on their own merit. Sell them separately and you stand a good chance of selling both sets really well. Sell them together and your chances of selling a second set with say Man-at-Arms & Trap Jaw dips considerably.
Just my 2 cents. Heck, Trap Jaw might be one of Brian's favorites, he decided that's who he wanted to make and who could blame him for that?
