Information on a Kappa Hikari

I'm trying to find any information on this Kappa Hikari. I can't find any information on it. When was it released, was it for a convention somewhere? what is its name, i can't quite make it out in this one picture that i found.

Secret-B No 6 Kappa?

I am not sure if Secret Base ever sold, I got mine (the one pictured above) from ECCC party where there was a few hikari prizes.

I have never seen these before! They look great and hopefully I can add one to my collection one day. Saw there is a 24K Kappa on eBay, but I am trying to save for SDCC.
